I have seen this multiple times. Women who work for what I assume to be the equivalent of a daycare center transport groups children around outside in carts big enough to hold 4 to 5 children. The carts are smaller than baby cribs and are just high enough so that children cna see right over the edge with no chance of falling out or toppling the cart over. This is the Japanese equivalent to having children on a connected leash, I guess.
